Subject: United Forum Meeting with Director (HR), BSNL
United Forum of BSNL Executives' Association has a detailed discussion on the Charter of Demands. From our side, we explained generousness of the issues and our compulsion created by the Management on account of standard pay scales E2/E3 and introduction of CPSU cadre hierarchy. We also explained that recent Sr. DGM by diluting BSNL MS RRs. Director (HR) explained at lengthy the perception and stand of Management. However, no breakthrough was achieved.
We thus make a fervent appeal to our comrades throughout the country to make serious preparation to make the Organizational Action Programs of action commencing from 15th Feb'2012 a complete success. The meeting was attended by Official side- PGM (SR), GM (Est.), Addl. GM (Pers.), DGM (SR) and Association side- GSs AIBSNLEA, SNEA (I) & AIGETOA, President AIBSNLEA, AGSs SNEA (I) & VP AIGETOA.

A joint meeting of CHQ office bearers and Circle Secretaries of AIGETOA, AIBSNLEA, and SNEA (I) under the banner of United Forum of BSNL Executives’ Associations was held at CTO complex, New Delhi at 11.00 hours on 11.2.2012. After detailed discussion and deliberations and also taking into the consideration of various circles as per the report of the circle secretaries of all the three associations and taking into account their view points, followings have been decided:
- Immediate formation of core committee at Branch / District / Circle levels is to be formed.
- Issue Letter to JAC by the United Forum.
- To get Media coverage.
- Strict to the agitation programs called by UNITED FORUM
It was also unanimously decided that during the non cooperation movement, Executives will
- Boycott the unabsorbed ITS officers
- Not report to them and
- Disobey their orders.
The following resolutions have been passed unanimously:
1. Forum comprising the AIBSNLEA, SNEA (I) and AIGETOA in its joint meeting of CHQ office bearers and circle secretaries held here at New Delhi unanimously endorsement the program of trade union action commencing from 15.2.2012 and resolve to make the program complete success.

GS visit to Corporate Office, New Delhi on 24th & 25th Jan 2012
Meeting with CMD BSNL: GS along with AGS and VP met CMD BSNL and once again impressed upon the hardness of the proposed LDCE of SDE (T). CMD conveyed that based on our earlier representation he has already taken feedback from HR and come to the conclusion that increased syllabus and negative marking is based on scientific approach so that only deserving candidates could pass. GS appraised CMD BSNL with detail analysis of last LDCE and every possible justification was given. Although, CMD was convinced with our justification and assured to discuss one more time with Director (HR) but CHQ advise members that without waiting the outcome of representation they should prepare for LDCE keeping in mind the existing provisions.
So far, we have shown our performance in field but failed to impress the management. If management wants our performance on paper we have to show that we are ever best in every field.

Meeting with concerned authority in establishment regarding wrong pay fixation on first time bound upgradation
as already uploaded on our website that pay fixation on first time bound upgradation falls on 01.01.2007 should be done on pre-revised pay scale and then pay should be revised i.e. first pay should be upgraded to pre-revised SDE pay scale 11875/- then 30% fitment of pay revision should be given which comes 26060/- as on 01.01.2007. It is learned that most of the places pay fixation is done on revised pay scale i.e. 30% fitment given on current pre-revised scale 11100/- and then one increment is given in the name of upgradation which comes 25090/-. GS has already impressed upon the AGM (PAT) regarding the applicability of Clarification under point of doubt (5)&(6) of BSNL CO, ND No. 1-11/2009-PAT (BSNL) dated 31.03.200-9 in our case also. AGM (PAT) conveyed that clarification is already issued and applicable to all if still clarification is required he is ready to issue the clarification.

The Lunch Hour Demonstration by United Forum of BSNL Executive Association comprising (AIGETOA, AIBSNLEA and SNEA(I)) on 16-01-2012 was a grand success with participation almost all executives of BSNL, Patna. click here for the photographs
UF of BSNL Executive Association comprising (SNEA(I)), AIBSNLEA and AIGETOA) met today to review the preparation of agitational program i.e. Lunch Hour Demonstration on 16th and Full Day Dharna on 20th of this month and decided tentatively future course of action.
After extensive discussions, it was decided that any move by management to hamper the career prospects of existing BSNL executives shall be firmly opposed. The united forum was of the firm view that now it’s high time to get implemented the standard pay scales E2 & E3 to JTO / SDE equivalent executives etc and contemporary executive promotion policy which is at Par with other leading PSUs. It was unanimously resolved that we are not going to settle at anything less than that.The attitude and intent of management is clearly visible from the following comparisons:

One side exploring the possibility of VRS to compress man power for non-executives and lower level executives and other side expanding top management just to accommodate ITS officers ignoring industry standards.
Last DGM recruitment was designed such a way that no internal candidates were eligible despite of having requisite qualification and vast telecom experience, now recruitment at above DGM is designed in such a way that no internal and external candidates are eligible except ITS officers.
One side proposed to recruit professionally qualified MBA as MT underestimating internal qualified executives and their vast telecom experience and other side recruiting ITS at above DGM in the name of experience ignoring Pitroda committee that had recommended to recruits professional at middle and top management.
One side ignoring the legitimate demand of loyal executives JTO/JAO equivalent and SDE/AO equivalent to give legitimate E2 and E3 scale respectively and forced to work with lower scale other side giving higher scale to those ITS who have left BSNL in one shot.
One side BSNL management took 2 years to understand the pay protection of executives recruited after year 2006 and other side protected the pay of ITS officers before their recruitment.

Many executives have been recruited from other PSUs/Government Department but BSNL management had never considered their past service benefit but all the necessary order are released for ITS officers before their coming to the company.
United forum of executives association (AIGETOA/SNEA/AIBSNLEA) has decided to defeat such ill move of BSNL management. It has been decided to intensify the struggle by going on INDEFINITE “WORK ACCORDING TO RULE” & “TOTAL NON COOPERATION” if the issues are not resolved by that time. Exact dates shall be published later on. CSs, CHQ/Circle office bearers, District secretaries are requested to make extensive preparations at all levels for making these organizational programmes, a complete success by conducting general massive body meetings and other mobilization activities.GSs of all the three Associations shall be visiting important destinations like Kolkata, Chennai, Bangalore, Hyderabad, Pune, Chandigarh etc. very shortly to mobilize opinion and explain in detail the significance and criticality of the issues involved.In the meantime, all our members and office bearers should go all out to make the programs on 16th and 20th Jan 2012 a spectacular success to make management aware that anyone who tries to kill our career shall not be spared by us under any circumstances.
Let’s come together to fight for our rights and for the survival of our beloved company and to ensure that our career prospects are not suppressed in any way.

United Forum of Executive Associations writes to CMD for abandoning the move to recruit Sr. DGMs & Jt GMs
United Forum of Executive Association (AIGETOA, AIBSNLEA & SNEA) held a meeting on 04-01-2012 & decided to demand the BSNL Management to abandon the move to recruit Sr. DGMs & Jt GMs in direct contravention of the existing BSNLMS RR. Further, it was also decided to vigirously persue our demand for standard Pay Scale of E2 & E3 to JTO & SDE in the light of fact that now pension contribution is linked to actual basic pay rather than the maximum of the scale thereby not involving huge financial implication that was pleaded earlier by the Management. Accordingly, United Forum of Executive Associations wrote a letter to CMD, BSNL for the above demands.

A meeting of all Circle Secreatries of Executive Association held with the CGMT, Bihar on 27th Dec 2012. BSNL launches `Choose Your Mobile Number Scheme' across India :
BSNL today launched `Choose Your Mobile Number Scheme' across the country. The scheme would provide a new customer with vast range of over one lakh numbers to choose from, BSNL Chairman and Managing Director R K Upadhyay said here. The scheme provides access through broadband and also through SMS. Customers can log on to the BSNL website and click on `choose your mobile number' option, he said. "Those who do not have broadband connection may opt for SMS option through which they will get ten numbers on mobile from which they can choose desired number," Upadhyay told media persons after formally launching the plan. The scheme was first launched in Andhra Pradesh on November 1 and it received very good response. The sale of mobile connections under this scheme has crossed 1.2 lakh, he said. "Enthused by the success of the scheme in Andhra Pradesh, BSNL has now decided to launch the scheme all over the country." Replying to query Upadhyay said BSNL will set targets for the scheme after watching the initial response. "We expect that the scheme will attract more than 20 lakh new subscribers."

AIGETOA CHQ Vice President Sri Ravi Sheel Verma welcomed :
AIGETOA Bihar welcomed CHQ Vice-President Sri Ravi Sheel Verma and felicitated him for his tireless personal effort of knocking the management in the recent incidents of Bihar during a meeting with AIGETOA members of Bihar today while he was on a personal tour to Patna. The meeting was attended by around 50 members coming from different wings/sections on a very short notice.
Various issues were discussed in details and Sri Ravi Sheel Verma took keen interest in listening to views of each & every members present. Later he informed about the activities & stand of CHQ on various issues. The main points discussed are as follows:
1. 15th December Strike Notice : Sri Ravi Sheel Verma, VP, CHQ informed that although there is no official stand yet been decided by the CHQ, but tentatively CHQ is of the view that if strike is done as called, AIGETOA CHQ will give its moral support on the issues that are concerned with its members such as immediate ITS repartiation. Some members suggested that since many demands are common with the interest of AIGETOA, CHQ may explore the possibility of Common Minimum Programme formation with other association so that executive strength must remain united at the CHQ level also. Sri Verma assured that he will inform the CHQ about the views of bihar members and also convey the official stand of CHQ as soon he reaches Delhi.
2. LDCE : Sri Verma informed that the hurdles for LDCE have been cleared by the Hon'ble Shimla High Court and LDCE will soon be held on the earlier notification. Some members of 2005 batch requested him to talk to management and ensure timely notification for next LDCE as well.
3. EPF issues : Sri Verma informed that CHQ is constantly working on formation of Centralized EPF and management has also given postive response on the same. Some guidelines from BSNL HQ are also coming soon to reslove EPF deduction contradictions.
4. Pay Protection : Sri Verma informed that the Management has accepted E1 + 5 increments as pay protection for newly recruited executives (2007 & 2008 Batch) proposal and the propsal shall be placed in next Board Meeting for final approval.
5. External Recruitments : Sri Verma informed that AIGETOA will oppose tooth & nail any policy of management that will allow recuritment of outsider upto DGM level since there is abundance of talent & experience already available within BSNL's own workforce.
6. Some other matters were also discussed such as BWA spectrum issues, contigency plan etc.
Later, Sri Verma made an appeal to all members to kindly contribute membership fees @ Rs. 100/- p.m. regularly without fail so that CHQ can stand on its own feet to fight with any eventuality and stand tall when confronted with the management. He requested CS, Sri Wasi Ahmad to arrange to deposit the CHQ Quoto @ 40% regularly. CS, Sri Wasi Ahmad informed that earlier in a meeting it was decided that Rs. 50/- p.m. will be contributed by members and also conveyed that decision to CHQ. Sri Verma requested all the members present not to deviate from CHQ line and contribute @ Rs. 100 p.m. only. It was decided that henceforth from January 2012, all members shall contribute @ Rs. 100/- p.m. only. Also a committee was formed specially for collection purpose headed by Sri Pravin Bhargava, VP, AIGETOA, Bihar.

Way for LDCE cleared by Hon'ble Shimla High Court :
Due to continuous pursuance by AIGETOA at CHQ level and at HP circle level the last hurdle in the clearance of LDCE Exam has been removed. Today, Hon'ble Simla High Court directed BSNL to conduct the LDCE Exam for the previous year vacancies immediately. Hon'ble High Court also directed BSNL to conduct yearly examination for the year wise vacancies hereafter. Order copy will uploaded soon.

United forum defers the daily Lunch Hour Demonstration on assurance given by CGMT:
CGMT, Bihar Circle held a meeting with United Forum and assured that our urgent issues shall be resolved within a week's time and requested to defer the demonstration program for a week.
Further, meeting of CHQ leaders with Director (HR) & CMD also resulted in some positive assurance.
In light of the above assurances, United Forum has deferred its agitational programme for a week and request all members to have patience and wait for a week for positive outcome.
Members are requested to devote their full energy for the growth of BSNL at this moment as we are the backbone of BSNL and we shall never allow any force to create panic or industrial disharmony or tarnish BSNL's image. We must take a vow to revive the old glory of BSNL and work day & night with fullest of energy in our endevor to make BSNL the No.1 Telecom Service Provider.

United forum strongly condemns the formation of Enquiry Committee for the incident of 22-11-11 & subsequent events:
BSNL Management & ITS lobby again taken a step in their persuit of evil design to create industrial disharmony by forming a one-man committee to enquire about the alleged incident of 22-12-2011 involving Mr K N Rai & Union representattives and the subsequent events. click here for the letter.
This enquiry committee was formed only under strong pressure from ITSA. This shows that BSNL management is not willing to create peace & harmony for the growth & developement of BSNL in this crucial junture. CANDLE LIGHT MARCH FOR IMMEDIATE ITS NOT OPTEE ITS REPATRIATION FROM BSNL:
A Candle Light March was organized under the banner of United Forum of BSNL Executive Association [AIGETOA+AIBSNLEA+SNEA(I)], Bihar Circle on the call of Central Headquarter . The Candle March was organized from Main Telephone Exchange, Budh Marg, Patna to BSNL Circle Office, Sanchar Parisar, Budh Marg, Patna. The gathering was also addressed by the leaders of UFBEA with slogans.
After the Candle March concluded at Sanchar Parisar, a copy of Memorandum was submitted to the CGMT, Bihar Circle. Then a high level delegation of United Forum of BSNL Executive Association [AIGETOA+AIBSNLEA+SNEA(I)] of Bihar Circle comprise with Sri Ratish Kumar/CS SNEA, Sri Ranjan Kumar/CP SNEA, Sri Krishna Kumar/CS AIBSNLEA, Sri P.K. Mohanty/ACS AIGETOA and Sri Deepak Kumar/Organizing Secretary SNEA were went to Raj Bhawan and Submitted memorandum to His Excellency Governor of Bihar for listing out extraordinary reasons for expeditious en masse repatriation of non-optee ITS Officers from BSNL/MTNL. It was also requested to forward the memorandum to Ministry of Communication & Information Technology, Government of India to take urgent steps to enforce its decision of Repatriation of Non-opted ITS Officers from BSNL/MTNL en mass, not in phase manner.

Meeting with Sri R. K. Agarwal DIR(CM), BSNL
A meeting was held between the respected Director (CM) Sri R. K. Agarwal & UFEA leaders in circle office in the presence of the CGMT, GM(HR/Admin) & CPRO on visit of the Dir(CM) to Bihar Circle. AIGETOA was represented by Circle Secretary Wasi Ahmad & Asst Circle Sec P. K. Mohanty in the meeting. The Dir(CM) elaborated the business challenges faced by BSNL & other issues including ITS repatriation. He requested & emphasized all employees to enhance his commitment towards the BSNL Business & its services. He also requested to maintain peace and harmony between different sections of employees in this crucial repatriation phase of BSNL. The recent development of Bihar circle was also brought into the notice of the DIR(CM) by UFEA. Attention of DIR(CM) was drawn on the poor HR policy of BSNL as one of the foremost reason of its downslide by CS Wasi Ahmad. It was highlighted that how the career growth of an executive is chocked in BSNL resulting in de-motivation & poor productivity.
Earlier the DIR(CM) was welcomed by the leaders of UFEA by presenting a flower bouquet.

BIHAR Leading the fight against ITS birse & lividness
Commendable & unmatched victory of United Front of Executive Associations (UFEA) made history in BSNL Bihar circle. The restructuring of United Front of Executive Associations happened with the addition of AIGETOA in the earlier group of AIBSNLEA & SNEA considering the common issues of BSNL Growth, ITS repatriation and safeguard the interest of all executives of BSNL Bihar circle from any prejudiced & excessive attitude of the management. The unification of three associations AIGETOA, AIBSNLEA & SNEA under the umbrella of UFEA showed the result within four days of its formation. The contribution of CS Wasi Ahmad, ACS P. K. Mohnaty & other leaders of AIGETOA is praise worthy along with the leadership of SNEA & AIBSNLEA in this historical hour of Bihar circle.
The joint effort of the three associations AIGETOA, AIBSNLEA & SNEA forced the situation to change its course and fall in line. The dedication of each member and courageous & intellectual leadership of all constituent of UFEA (AIGETOA+AIBSNLEA+SNEA) brought the desired result in the favour of all officers of Bihar circle. The development in the last four days took a number of turns but ultimately settled in the favour of genuineness & justice with an unprecedented intervention of the respected CGMT, Bihar circle. The CGMT, Bihar circle showed his supreme & qualified managerial proficiency to resolve an ultimate crisis of Bihar circle created by respected Sri K. N. Rai DGM(MS), Patna under the guidance of invisible hand. The series of biased actions started by Sri Rai since last four months reached to its height by 23rd November’2011 with the Memo for dies-non to 22 people, Memo for disciplinary action against CS/ACS AIGETOA, CS/President SNEA and lodging of FIR against two named UFEA leaders & 25 other executives.
Finally the peace, harmony, justice & truth prevailed in Bihar circle with the untiring effort of UFEA (AIGETOA+AIBSNLEA+SNEA) & matchless intervention of Sri Vijoy Kumar CGMT, Bihar circle and his team led by Sri H. S. Dwivedi GM (HR/Admin) & Sri Prakash Nath (DGM(Admin). The following orders issued with the approval of CGMT, Bihar circle;
AIGETOA extend our honest and heartily thanks to all executives of BSNL Bihar circle to provide their valuable & commendable supports in the fight against suppression & injustice of a vindictive officer on behalf of UFEA, Bihar circle.
AIGETOA also extend our deep gratitude to the honorable CGMT, GM (HR/Admn) & DGM (Admin) for their valuable support to establish justice and bring peace & harmony in Bihar circle on behalf of UFEA.
We highly acknowledged the consummate support of our CHQ leader Shri N J P Shilohu Rao President and Shri R. P. Sahu General Secretary AIGETOA throughout the week and their taking up the issue of Bihar with the CMD & Director (HR), BSNL HQ, New Delhi. BIHAR Leading the fight against ITS birse & lividness
Bihar, the land of first republic, the land of Revolutionaries, and the land of many Freedom Fighters is once again shown to whole nation that Bihar can lead any struggle against injustice, atrocities, outrage & corruption.
In a crucial turn of event, all the Executive Associations (AIGETOA, SNEA & AIBSNLEA) of Bihar Circle have joined hands under the banner of United Forum to lead the fight against the ITS birse & lividness and have resolved to fight against corrupt practices, atrocious acts & wrathfulness of ITS officers who have not opted for BSNL. United Forum has taken the cudgel to disclose all such acts of ITS/expose the real face of ITS and force the BSNL Management to stop such acts by immediately releiving all the ITS officers who have not opted for BSNL. This solidarity has been reciprocated throughout the nation and all the circle bodies & CHQ of all executives associations have expressed their unstinted & unqualified support.
In an unprecedent event, due to disclosure of malpractices & complain regarding it by United Forum (click here for letter), a livid DGM, Mr K. N. Rai with the backing of ITSA had lodged an FIR against some office bearers of the United Forum & issued letter for dies-non for 22 SDE/JTO/TTA going against the official norms/conduct rules. United Forum immediately swung into action and called for lightening show of strenght in Sanchar Parisar. Arround 250 executives of all executive associations gathered on short notice and forced the management to cancel the dies-non letter. The CGMT requested to him to withdraw the FIR immediately and claimed that ITSA has no role in this FIR. An adamant K.N.Rai refused to withdraw the FIR immediately and requested for some time. CGMT clearly told him to withdraw the FIR immediately otherwise he will take all necessary steps & start disciplinary actions against him. The strength of all the executives gathered at the Sanchar Parisar forced the Management to start the disciplinary action against the said DGM Mr K N Rai. CGMT immediately issued a memo calling for explanation from him by forenoon of 25-11-11 regarding lodging of FIR without any permission or knowledge to Management/higher officers. Special Messenger was sent to his house for delivering the memo.
To start, we learnt about some more incidents and disclosing few more such incidents committed by ITS officers who have already given their consent for repartiation:
1. BSNL HQ had issued transfer order of Shri Dashrath Pandit from GMTD, Katihar to GM ETP, Patna at own cost on his request. This order was later kept in abeyance upto 31.03.12. He has taken more than one month medical leave and during this period revenue of Katihar SSA has fallen due to most of the business decesion pending in absence of regular SSA Head. Later, he has somehow managed the BSNL HQ and BSNL HQ issued revised transfer order on same request but this time he was given entitlement for transfer TA and other benifits. He is one of the 1st ITS officer of Bihar Circle who has submitted his option form and not opted for BSNL. Even after all the known facts, our circle administration headed by ITS lobby who have not opted for BSNL working on a conspiracy relieved him on back date before issue of repatriation Order by DoT on 03.11.2011. Shri Dashrath Pandit also assumed the charge of GM ETP from back date before end of deemed deputation w.e.f. 09.11.2011 and claimed more than one lakh rupees against transfer TA and he also try to grab all other facilities like furnisishing of chamber, provision Air Conditioning(AC) at residence, Service Telephone Connection etc within a days because he was knowing about his reptriation order under process at BSNL HQ. His repatriation order was issued by BSNL HQ on 11.11.2011 and then he has also claimed for another transfer TA advance. He has not only responsible for fall in revenue in Katihar SSA during GMTD tenure but also taken personal benefites.They (Repartiated ITS lobby) are not bothered at all about the downfall of BSNL revenue as they have no any stack in BSNL.
2. Circle Administration issued transfer order of Shri Manish Kumar, DGM(IT) Circle Office to TDM saharsa in last year and he has taken a benefits as Transfer TA and now he has been transfered on 17.11.11 from TDM Saharsa to DGM Katihar for looking after the charge of GMTD and he has taken benifits again within a year even when his deemed deputation in BSNL ended w.e.f. 09.11.2011.
3. Circle Administration issued transfer order of Shri Mayank Kumar, DGM(MS-Admn) Mobile Unit Patna to DGM(NWO-CM) at Muzaffarpur in last year and he has taken a benefits as Transfer TA and most of time he was found available in Patna. Circle Administration again awarded him and transfered him from Muzaffarpur to Patna on 17.11.11 and he has also taken benifits again within a year even when his deemed deputation in BSNL ended w.e.f. 09.11.2011.
4. One more example regarding waiving the unjustified Residential Telephone dues (against the BSNL HQ norms) ,Mobile and 3G Data Card dues of four Non-opted ITS of DGM Level officers working in mobile unit. The file was put up by DGM (NMS) who was already relieved on 09.11.2011 as per BSNL HQ and approved by GM(NWO-CM) without financial concurrence.

With our unity & strength, we shall defeat all such baleful activities of ITS lobby who have not opted for BSNL and trying to harm BSNL as much before being relieved.
We strongly believe that BSNL should now stand on its own feet without any external support and we are confident that given opportunity BSNL executives will resurrect the enthusiasm & motivation that will lead BSNL to pinnacle of success.
This pick-and-choose policy of BSNL management with respect to relieving of ITS officers has only resulted in creating confusion and showing that BSNL management is not at all serious about BSNL's health. There is no solid contigency plan prepared yet by BSNL Management to overcome the temporary vaccum created by repartiation of ITS officers. BSNL top-most Management is only showing its loyalty towards parent cadre organization and playing with the future of BSNL.
There is abundance of talented officers present in BSNL, but BSNL Management's myopic vision are unable to notice them. The BSNL Management is trying to frame/change Recruitment Rules to suit their evil interest. The United forum of Executive Association (AIGETOA, SNEA & AIBSNLEA) have jointly lodged a protest and served a notice to the BSNL Management that all executives will go to street if this sinister design is not aborted. We must not remain a mute spectator to the ITS Repartiation issue as this is a very crucial phase in BSNL. We must keep a close watch over all the activities as we are the backbone of BSNL. We will always work hard for upliftment of BSNL and never allow anybody to play a spoil sport or work against BSNL's interest.
Bihar has produced RASHTRAKAVI Ramdhari Singh Dinkar whose poetry exuded veer rasa and motivated the revolutionary movement during Indian Independence Struggle. During The Emergency, Jayaprakash Narayan had attracted a gathering of one lakh people at the Ramlila Grounds and recited Rashtrakavi Dinkar's poetry: Singhasan Khaali Karo Ke Janata Aaati Hai. To motivate all executives of BSNL against this Black Foriegners, the ITS who have not opted for BSNL, kindly go thourgh the few stanzas of two poems of Rashtrakavi Ramdhari Singh Dinkar and take vow not to keep silent till every ITS who has not opted for BSNL is relieved from BSNL.

Stand of AIGETOA,Bihar on proposed Dharna tommorrow on the issue of immediate ITS Repartiation
AIGETOA, Bihar supports the proposed Dharna on 22-11-11 unilaterally on moral ground as the main agenda is immediate repartiation of all ITS officers who have not opted for BSNL.
Although we are not sure what amount of pressure this Dharna at Circle/SSA level will exert on BSNL Management sitting at New Delhi, but we do strongly believe that BSNL should now stand on its own feet without any external support and we are confident that given opportunity AIGETOA members will resurrect the enthusiasm & motivation that will lead BSNL to pinnacle of success.

Pay Anomaly of 2007-08 Batches - A step towards resolution of the issue
As per AIGETOA CHQ, Management Committee of BSNL Board has approved the E1+5 increments approval after the strong intervention of AIGETOA and perusal at the highest level to get it approved in this meeting only. The matter will go for approval of the Board in its next board meeting.

DOT, Govt. of India issued Office Memorandum regarding repartiation of Group "A" Officers of various services working on deemed deputation in BSNL/MTNL back to their parent Department of Telecommunication
All the Group "A" officers on deemed deputation in BSNL/MTNL have been classified in five categories with respect to absorption process. These are as follows:
Cat I : Officers who have opted for BSNL/MTNL.
Cat II: Officers who have opted for Govt. Service.
Cat III: Officers who have approached different courts but no stay granted.
Cat IV:Officers who have approached different courts and have been granted interim stay/direction.
Cat V: Officers who do not belong to CAT IV and have not given option or have excercised conditional option.
All officers on deemed deputation in BSNL/MTNL excluding Cat I & Cat IV stand reverted to Government and should report to DOT immediately after relieving from BSNL/MTNL. They are directed to report to Sr. DDG(TEC), Telecommunication Engineering Center (TEC) at 3rd Floor, Teletorium, Khursid Lal Bhawan, Janpath, New Delhi.
The process of allocation order (Presedential Order) in respect of those officers who have excercised for absorption in BSNL/MTNL has been initiated.

AIGETOA Bettiah District Meet held on 16th October’11
The district body meets of AIGETOA Bettiah held on 16th October’11 in the Main Telephone Exchange Campus, Bettiah. The meeting was attended by all DR JTOs of Bettiah, i.e. Sri Perwez Alam, Sri Rajesh Kr Yadav, Sri Sumit Kumar, Sri Bikram Jeet Singh, Sri Mukesh Kumar, Sri Naushad Alam, Sri Atul Bhagat & others.
The meeting was attended by Sri Wasi Ahmad, Circle Sec & Sri P. K. Mohanty, Asst Circle Sec, on the invitation of AIGETOA Bettiah unit. They also addressed the gathering highlighting issues pertaining to Direct Recruits.
The meeting was carried out in a very positive atmosphere, where all the DRs of Bettiah raised the issues pertaining to them. Specifically following issues were deliberated in length and the progress was also appraised and assurance was given by the CS & ACS to settle the unresolved issues by raising them on proper platform:

Advance processing of time bound IDA pay scale upgradation twice a year:
BSNL Corporate Office issued letter regarding advance processing of Time Bound IDA Pay Scale Upgradation under Executive Promotion Policy (EPP) twice a year (i.e. April & October).
The cases maturing in the second half (1st July to 31st December) of a particular calendar year should be taken up for consideration in the first week of April of same calendar year.
The prescribed screening committee should process in the first week of October of a particular calendar year, the cases that would be maturing in the first half (1st January to 30th June) of next calendar year.

Whistler Blower Policy of BSNL:
In accordance with the directives of DPE, BSNL Board in its 135th meeting held on 26-08-2011 have approved the "Whistler Blower Policy" of BSNL.
The "Whistler Blower Policy" is formulated to provide an opportunity and an avenue to the employees to raise concerns and to access in good faith the Audit Committee of the Board, in case they observe unethical and improper practices or any other wrongful conduct in the company, and to provide necessary safeguards for protection of employees from reprisals or victimization and to prohibit managerial personnel from taking any adverse personnel action against those employees.

General Body Meet of AIGETOA, Muzaffarpur held on 04-10-2011 :
A General Body Meet of AIGETOA, Muzaffarpur held on 3rd Oct 2011. About 14 DR JTOs / SDEs of Muzaffarpur TD, ETR, ETP & Mobile services (2001, 2002, 2005, 2007, 2008 batch) attended the meeting on very short notice under guidelines provided by CS,Sri Wasi Ahmed . The meeting was chaired by DS Muzaffarpur, Sri Awadhesh Kumar Bharti & the guest of honour on the occasion was AIGETOA CHQ Media spokesperson/coordinator, Sri Dinesh Roy.
All issues pertaining to the DRs were discussed, specifically Pay Anomaly of 2007 & 2008 Batches, 1st Time Bound Up-gradation in 4 Years, EPF Pension policy, Status of Court Cases etc.
Sri Dinesh Roy informed that LDCE will be held on the last week of Dec. 2011.He motivated all DRs JTO/SDEs that AIGETOA is united family of 10 thousand members. He also suitably answered many queries raised by our members during the meeting.

4.8% increase in IDA w.e.f. from 1st Oct 2011:
As per increase in price index, the IDA increases for the Public Sector Undertaking will be 4.8 % w.e.f. 1st October’ 2011. Now, the new IDA will be 52% from present 47.2%.

BSNL offers to surrender Broadband Spectrum to Government and seeks refund of fee.
Mr R K Upadhyay, Chairman, BSNL, told Business Line, “We want to give the spectrum back because we are using it to offer services only in rural areas. The government can take back the spectrum and own it while we can continue to meet the social obligation of connecting the rural areas."

MEETING with GMM ETR, Patna for EPF and PERSONAL PAY Allowances
Wasi Ahmad, Circle Secretary and P. K. Mohanty ACS AIGETOA/Bihar met to the GMM ETR, Patna on 17th September for the following issues going in the ETR Bihar.
They convinced the GMM ETR to start the personal Pay to all the 2007 & 2008 Batch DR GE JTOs in accordance with the order issued from the office of the CGM, ETR on our effort. It was asked to implement the order from the current month of September without fail. The GMM ETR agreed and assured the AIGETOA to implement it from the current month. It was one of the long pending issues of our young engineer’s of 2K7 & 2K8 batch which will be resolved from Sept’2011 till final settlement. We do hope that they will recognize the effort of AIGETOA for their welfare today’s and always. One should believe that we all belong to same fraternity of direct recruits and so care for each other.

Other burning issues of EPF of all direct recruits of BSNL were discussed in length with GMM ETR. HE was apprised about the serious anomaly in the EPF of DR executives of entire ETR Bihar region. It was also brought to his notice that how it’s going to affect our social security provided by the government of India. It was also told that DR JTOs/SDEs of ETR are very aggressive and anguished over the lackluster approach of the ETR Patna office in poorly handling of such a vital fundamental right of them. The GMM ETR has been given a time 8-10 days to gather all the relevant information of EPF subscription of each executives of ETR from their date of joining to till date. Then call a meeting of the accounts personal, our representative, 2-3 DR JTOs/SDEs who have an understanding of the subject in the chairmanship of GMM ETR, Patna. A SPECIAL DRIVE should be launched to settle this issue immediately; otherwise it will lead to a sudden outburst from all DRs, which will be suicidal for the department. GMM ETR Patna has agreed to the proposal and assured to go by the suggestion and emphasize the need to settle the EPF issues immediately.

It is reliably learnt that the BSNL has proposed a VRS policy to the DOT in accordance with the letter of Addl. Sec Department of Telecommunication for one Lakh of employees of BSNL. The proposal has been sent on the line of the SAM PTRODA Committee recommendations. Employees with an age of above to 45 Yrs can opt for the VRS Policy.

CONGRATULATIONS: Second List of E1-E2 ORDER RELEASED TODAY
The second list of E1-E2 order (revised as per BSNL HQ) issued today. Forty Two (42) persons got their FTBP on the basis of touching the next scale in this list. So now Seventy Seven (77) Person has been upgraded as per the BSNL HQ new guidelines. The documents/APAR verification process of remaining cases will again start from tomorrow. We want to assure you that we are keeping a tab on the process and will not sit unless all the orders are released. All those JTOs/SDEs whose name has not figured in the list till date are requested to have patience for next list.
Our (AIGETOA) united protest before the management on 18th August’2011 in a very unique and selected manner resulted in these orders. It seems that the management has also realized the gravity of genuine issues of DR GE JTOs/SDEs of Bihar Circle and started working to resolve them one by one. Our consistent hardwork & persuation are pivotal to these orders.
We extend our sincere thanks to the respected CGMT, GM (HR/Admin), Addl. GM (Admin), CPRO, AGM (Admin), ADT (Staff) and entire admin section for their valuable support in releasing the said order. We are quite hopeful that the remaining order will also see the light of the day in this month itself.

Subject:WARNING BELL FROM THE DOT TO BSNL MANAGEMENT:
A DO letter has been issued by the Addl. Secretary DOT to BSNL regarding i Identification of non-sensitive parking lots for 15% non-performers (CGMs, PGMs, GMs) and identification of field stock of motivated and capable officers to replace non-performers.
The letter has also asked the BSNL management to take a decision on the VRS immediately. The above communiqué has been made as per the instruction of the MOC & IT, Government of India.

The hard effort of AIGETOA, Bihar paid at last to the benefits of all 2007 & 2008 Batch DR GE JTOs of ETR Division of Bihar. The office of the CGM, ETR issued a clarification letter to Sr. GM ETR, Patna regarding provision of Personal Pay Allowance to all the DR JTOs of 2K7 & 2K8 batches with reference to their date of joining. The clarification issued from o/o the CGM, ETR Kolkata in response to the letter of GMM, ETR, Patna dt 11th July’11 which he wrote after a continuous pressure through meeting/letters (attached) of Wasi Ahmad, Circle Secretary, Sri P. K. Mohanty, ACS & other office bearers of AIGETOA.
Now the Personal Pay will be implemented in this month to all our colleagues GE JTOs of 2007 & 2008 in ETR as we have already spoken to GM ETR in this regard. But, we will CONGRAT you only after implementation of the order in your PAY SLIP, for which we are already on the job.

AIGETOA,Bihar supports the 14th Sep’11 LUNCH HOUR DEMONSTRATION. We strongly condemn this act of the management of curtailment of Pay & Perks of BSNL employees to hide their failure to run the company in profitability & professionally. The curtailment of staff amenities is totally uncalled & unjustified which will further de-motivate the employee and result in more trouble for the company in the days to come. BSNL MANAGEMENT SHOULD STOP CORRUPTION RATHER THAN STOPPING MEDICAL FACILITIES, LTC & LEAVE ENCASHMENT. Even in first look it can be easily seen that the “Medical without Voucher” has less financial burden than “Medical with Voucher”. The management has totally failed to address the HR issues, which is the backbone of the company. We have always advocated that the company is run by human resources and so the policy towards them is critical for the survival of the company. But it is the most neglected part in the BSNL and hence pushing the company in the dark. AIGETOA will reply in a befitting ways on an appropriate time for all the failures. You all are requested to regroup yourself to fight for a long battle ahead as per our resolution of 7-8th Aug’2011.

Subject: BSNL freezes LTC for two years; Leave Encashment, Cash Medical Facility without Voucher withdrawn.
BSNL HQ, New Delhi has frozen All India LTC for two years & Leave encashment on the LTC has also been withdrawn with immediate effect. Cash payment for 'medical without voucher scheme' facility for outdoor treatment to the employees has also been withdrawn w.e.f. 1st Oct’2011. However, an option has been given for all to choose “Medical with Voucher facility scheme ” for outdoor treatment w.e.f. 1st Oct’2011.
Dear Friends, you all know the famous proverb “morning shows the day”. So we request all the employees of BSNL to be ready to thwart any ill designed move of the management to curtail our remuneration on the name of curtailment of expenditure. We can’t swallow the burden of the failure of the BSNL management to run the company. We condemn the verdict & will act accordingly against the decision of withdrawal of the cash medical facility. Just remember, if the buck is not stopped here, the next will be your HRA, IDA, Basic Salary and so on........

As per news published in Hindustan (Date:29-07-2011, Page No. 7), Patna Police recenlty have a crackdown over sale of SIM through street stall which activates SIM without proper verfication of document. Patna Police also requested the general public to report about this type of street stall to Police immediately. All P.S. Incharge have been instructed by City SP to take immediate action on any such report.

Development under EPF ISSUE:

The General Manger (Finance) O/o the CGMT Bihar Circle met with EPF Regional Commissioner, Patna on 20th August with his team to discuss the EPF anomaly & non-receipt of EPF account statement of DR JTOs/SDES. He discussed all the issues in details.

The DGM (CA), Circle Office Patna along with his team and Wasi Ahmad, Circle Secretary AIGETOA again met with the EPF Regional Commissioner, Patna on 23rd August’2011 with relevant details sought by the commissioner. The DGM (CA) handed over the required documents & discussed the issues of EPF with commissioner. Our Circle Secretary Wasi Ahmad also enquired & discussed in detail about the various anomalies being suffered by DR JTOs/SDEs of different types. The silver lining is that the path for a centralized ONE EPF account at Circle Level of each Direct Recruits (irrespective of his posting in different district) has been cleared. The EPF Regional Commissioner, Patna has given green signal to the proposal and the Circle Management is also ready for this. So, only some formalities have to be completed before the centralization of EPF account. The detailed discussion & clarification on different EPF point will be uploaded soon………
Development on Pay Protection Issues:

The discussion with respect to start of the pay protection to the DR GE JTOs of 2007/2008 batch is going on in the light of different circulars of BSNL HQ & other Circle orders. A breakthrough is still awaited.
Development under E1-E2:

The DPC process in coordination with CPRD Sri P. N. Jha has started on 18th August’2011 itself on the instruction of the respected CGMT Bihar Circle. The work of DPC for E1-E2 has been divided into three groups to streamline the work. In first phase the DPC of 35 people was taken up, in second phase 45 & in third phase rest of them.

The scrutiny & DPC of second phase of 45 people is in process and expected to be completed by next week.

Then the third phase of rest of them will start.
All those whose name has figured in the first phase list are congratulated. Those whose names are not in the first list should not get dishearten and wait for the next list. We will not accept any thing less than the DPC of all eligible people this time as committed by the CGMT.

Subject: Unique Protest by AIGETOA, Bihar to resolve issues of DR GE JTOs/SDEs on the 2nd Anniversary of 'Operation Scrifice'
About hundred of DR GE JTOs/SDEs assembled in the CGM cell, Patna at 10 AM during the Morning Prayer time with a banner on their chest uniquely designed to satarically highlight the failure of administration in resolving basic issues of DR GE JTOs/SDEs. After this silent protest with banner, the entire group went inside the CGMT's chamber to lodge protest. The CGMT, Bihar delibrated over all the issues raised by us with 5-6 representatives of AIGETOA for about 45 minutes. He expressed his full concern towards the genuine and basic issues. He also acknowledged the seriousness of the issues and ensured us that all the issues will be resolved in a time-frame manner. He also requested us to work harder for upliftment of the Bihar Circle with full dedication. We assured him that all the Young & Talented DR GE JTOs/SDEs shall leave no stone unturned for upliftment of Bihar Circle and all DR GE JTOs/SDEs shall perform their duty with full of dedication, integrity, zeal & ecstasy. We promised that 'You take care of us, We will take care of BSNL'.
After that, the entire assembled DR GE JTOs/SDEs went inside the chamber of GM (Finance), C.O., Patna and discussed at length on various anomalies related with EPF such as EPF statement, pension part, centralization of EPF account. Personal Pay issue related to 2007 & 2008 Batch was also discussed. PAY PROTECTION ISSUES OF 2007 & 2008 BATCH DR GE JTOs/SDEs:
The GM (Finance) was convinced with our presentation and arguments. He assured us to explore the guidelines/orders in this regard for giving Personal Pay (after taking undertaking) to all DR GE JTOs of 2007 & 2008 Batches who are suffering monetary loss due to non-finalization of pay scale.
EPF ANOMALIES:
The GM (Finance) was apprised about the various grave anomalies prevailing with respect to EPF such as non-issue of statement, Pension Fund contribution anomaly,EPF issues on transfer, non-centralisation EPF account etc. He was surprised to know about these serious anomalies and appreciated our concerns with regards to it. He immediately ordered for uniform pension fund contribution and also formed a committee of five people (three from AIGETOA & two from account side) for exploring methods to resolve the issues related to EPF. He also assured us that he will personally meet EPF Commisioner, Patna and try to reslove the issues relate with EPFO.
CENTRALIZATION OF EPF ACCOUNT AT CIRCLE LEVEL:
The GM (Finance) also agreed in principle about centralization of EPF account at Circle Level so that a single EPF account continues for employees even when he/she is transferred to any unit under Bihar Circle. He deliberated over the feasibility of the same and ensured us that he will personally consult with other circles where Centralized EPF account has been implemented.

All the representatives agreed that despite the association repeated attempts to sort out and settle the issues amicably through mutual negotiation, the middle and top level management have failed to address the genuine issues raised by AIGETOA and instead they have used negative remarks such as telling us to leave BSNL. It was resolved to condemn strongly such negative remarks and highlight the plight of DRs in BSNL at all levels.

All representatives unanimously decided to organise strong agitational activity starting from "work to rule", "no co-operation", "demonstration", "relay hunger strike"at all level and then finally "mass resignation" if the need arises.

It was also resolved to go for joint action with other associations and unions if need arises.

As it was our first agenda meeting with our New CMD and Director (HR), so it was resolved that considering the current situation of our beloved company BSNL, AIGETOA CHQ will give one last try to settle things through mutual discussions before going for all out for agitational activity. The time-line decided was one month during which active campaigning for the issues will be done at all levels.

During the follow up action by CHQ it is resolved that Circle Representatives will organize similar kind of emergency meeting in the circle and districts under the supervision of Joint Secretaries and ensure fund collection and other necessary preparations.

During follow up action, self care movement will be exercised at individual level to resolve the individual problem like EPF anomalies, pay anomalies, pay upgradation and other issues under the direction of CHQ.

Shri Vaibhav Goyal was given charge of central zone with acceptance of all the CS of Central zone and representatives as Joint Secretary Central Shri Pritam Singh Expressed his inability to continue further due to personnel reasons.
Association will not agree for degradation of cadre (E1 for JTO/JAO and E2 for SDE/AO) and will ensure three dimensional protection/security for our newly recruited executive’s i.e. financial, social status and career status within and outside the company. It was also agreed to ensure that there should not be remarkable difference in terms of gross salary between executives recruited after and before 1.1.2007 at same level.

Functional promotion of executives will be followed in three direction i.e. implementation of time bound functional promotion, conduction of LDCE and implementation of DOPT guidelines.

Implementation of 30% superannuation benefit to direct recruits in totality as per DPE guideline.

Centralisation of EPF accounts, contribution for training period, no retrospective recovery and other anomalies in EPF.

Subject: Resolution taken in the Emergency Meeting of CHQ and Circle Representatives held at New Delhi on 7th and 8th August 2011.
AIGETOA has been pursuing very hard various genuine issues in respect of Direct recruits executives. This association had very high expectations from our current CMD and Director (HR) but things don’t seem to be moving in right direction. After seeing the response of management in our last agenda meeting held with the management under the chairmanship of our CMD on 15th July 2011, AIGETOA CHQ called emergency meeting of all chq and circle representatives to decide the immediate course of action to resolve the long pending genuine issues.
All the participants unanimously reiterated complete faith in the leadership of GS/President and authorized him to take any decision in regard to the various issues pending.
It has been unanimously resolved in the meeting that:

Details of AIGETOA CHQ (GS/President/AGS/VP) meeting with BSNL Management to follow up the issues as resolved in Emergency Meeting.
With PGM (SR) on 9th Aug 2011: All the necessary documents submitted to PGM (SR) regarding the recognition of service association in BSNL. He has realized the facts submitted by AIGETOA and admitted to withdraw the clarification issued to MP Telecom Circle that AIGETOA is newly formed association and is not recognised by BSNL. He also agreed to extend all the facilities to AIGETOA as of SNEA/AIBSNLEA after discussion with competent authority.
With GM (Establishment/Recruitment): Regarding LDCE and implementation of DOP&T guidelines for fixation of inter-se-seniority were discussed. He conveyed that final argument has taken place and decision regarding court case filed at P.CAT Delhi is reserved. It is expected to decision will be declared within few days after that LDCE may be notified. Regarding implementation of DOP&T guidelines he has taken some input from association and assured to come out after having detail study as he has just assumed the charge of establishment. (P.S. – It is learnt that PCAT has given its judgement in favour of RRs and henceforth the deck has been cleared, we request all the aspirants to have patience, we also assure that benefits of all the DRs shall be taken care of.)
With Director (HR) on 10th August 2011: We have appraised all the issues mentioned in the agenda letter before the honourable Director (HR) and also conveyed the resentment and demotivation of the executives in field due to continues delay of resolution of genuine issues. We have also conveyed the views/resolution of representatives in our emergency meeting. He have given patience listening of our issues and stressed mostly on five issues i.e. pay finalization of executives recruited after 1.1.2007, promotion issues of direct recruits, 30% superannuation benefit to direct recruits, EPF issue and equal privilege to AIGETOA as of SNEA/AIBSNLEA. He has assured to come out with some concrete solution after one week after having discussion with concerned sections. This association will again follow up the issue after one week.
With CMD BSNL on 10th August 2011: Honourable CMD admitted the merit of the issues and expressed willingness to pay personal attention to resolve them. He conveyed that he is right now very much busy in some major policy decision for revival of BSNL and requested us to follow up the HR issues with Director (HR), he will intervene as and when required.
GS/President along with other CHQ met Chairman of BRPSEB, DoT Secretary, Member (Services) and MOS and appraised various issues with BSNL in the way of turn around detail will be uploaded.
Meeting Details on Dated : 12th August 2011:
It is learnt that Honourable P.CAT has given its judgement on the LDCE court case. VP (CHQ) Shri Ravi Shil Verma and AGS (CHQ) Shri Amit Roy met Sr. GM (Establishment) today and apprised him of the situation. They further requested for immediate notification of LDCE exam.
Sr. GM (Establishment) assured that once copy of the judgement is received, he will notify the examination.
VP (CHQ) and AGS (CHQ) also had elaborate discussions on the Pay scales and discussed the various modalities that can be followed. They once again requested for protecting the loss of Pay of 2007 and 2008 batches by providing them E1+5 increments as interim relief. Sr. GM (Establishment) assured quick action. If everything goes well we may expect orders in this regard very soon.
Regarding Superannuation benefits, It is learnt that fund managers have given their presentation to the committee.

General Body meeting of AIGETOA, Chapra held on 23-7-2011 at Conference Hall, GM Office Campus, Chapra. All DR JTOs/SDEs (100%) of 2001, 2002, 2005, 2007 & 2008 batches of Chapra SSA & members of AIGETOA Chapra attended the meeting with full enthusiasm & confidence. The meeting started at 11:00 hours & ended at 15:30 Hours. The GM, Chapra Shri Atul Kumar Mishra also addressed the meeting and motivated the DR JTOs/SDES. He also ensured to settle all the issues either it’s personal or professional at Chapra in a stipulated time frame.
Circle President Shri Shailendra Prasad & Circle Secretary Md. Wasi Ahmad along with executive member Shri Amarnath Verma attended the said AIGETOA MEET on 23-7-2011 at Chapra. The Circle President & Circle Secretary apprised the members about the need to form AIGETOA & its policies towards the DR JTOs/SDE & BSNL. They described in detail about the history of AIGETOA & its formation along with the BSNL. They also described in detail about the role of AIGETOA in fighting for the career of DR JTOs/SDEs & the role of other old associations in undermining your career prospect in BSNL. Because by introducing B. Tech must for STS (DET) onward, our career can be protected in BSNL.
So, AIGETOA is fighting on the issue of Group-A RR (B. Tech mandatory from STS onward promotion) with full zeal; where as it is opposed by old associations like SNEA & others. Hence no old associations (AIBSNLOA, AIBSNLEA, SNEA) can give justice to the DR JTOs/SDE. So, only AIGETOA is the HOME & HOPE of DR JTOs/SDEs in BSNL. The Slogan was also applauded in the gathering that

The issues discussed in the meeting are as follows:
1. Pay anomaly of 2007 & 2008 batches.
2. LDCE & DPCE for SDE (regular) promotion.
3. EPF anomaly of DR executives of Chapra.
4. Non-availability of vehicle for maintenance activities in Chapra SSA.
5. Non-availability of maintenance tender for E/A, Power Plant etc.
6. Hardship in maintaining USOF BTSs handed over recently to SDEs etc.
The Pay anomaly & LDCE issues were discussed in length in light of the agenda meeting of AIGETOA with CMD & other senior managements at Delhi. The matters are already under the CHQ concern & in TOP AGENDA and being pursued vigorously. The association is going to take a firm decision in this regard soon after the proposed CS/CHQ meeting.
About the EPF & local issues of Chapra, the GM Chapra discussed & deliberated each issue in length and assured to resolve them very soon.

Subject: Agenda Meeting with CGMT, Bihar on 22-7-2011 regarding resolution of long pending issues.
Agenda meeting with the honourable CGMT, Bihar Circle Sri Vijoy Kumar held today in his chamber on the issues submitted by Circle Secretary, AIGETOA on 19th July' 2011. The AIGETOA was represented by Shailendra Prasad President, Wasi Ahmad CS, P. K. Bhargava VP, P.K. Mohanty ACS. Respected GM(HR/Admin) Circle Office, Patna Sri A. K. Sinha was also present in the meeting.
The meeting was very positive & conducive. The CGMT assured to settle the issues in a time frame manner.
1. Personal Pay issue of 2007 & 2008 batch: CGMT informed that Bihar circle will seek specific clear clarification from BSNL HQ regarding settlement of this issue in a positive time frame manner.
2. 1st IDA Upgradation as per BSNL HQ new order: CGMT has assured that DPC will be held very soon for all the clear cases of E1-E2 in the light of BSNL HQ new order and accordingly E1-E2 upgrdation orders will be issued before 15th August.
3. EPF issues: CGMT has assured that all members can exercise thier option from the two different pension plans. He also assured to settle all the issues related to EPF within a month's time.
4. Settlement of Request Transfer: CGMT has assured that Longest stay will be the sole basis for settlement of request transfer cases. He further informed that it will be done very soon.

UPDATE ON PERSONAL PAY TO 2007 & 08 BATCH JTOs & 1st TIME BOUND UPGRADATION IN ETR: An EFFORT by AIGETOA
This is to inform all of you that the GMM ETR, Patna has agreed to start the personal pay protection for all 2007 & 2008 batch DR JTOs from July 2011 after continuous & rigorous persuasions by AIGETOA only. We made a series of meeting in last 3-4 months with the GMM ETR and that has resulted in a positive outcome. It has happened on the same line as in ETP, Patna. In ETP also, the AIGETOA persuaded the matter with the ETP management and settled in the favour of DR JTOs. This is the reason that DR JTOs in ETP has started getting personal pay allowances from June’2011.
We are working hard for invoking Personal Pay allowances to all affected DR JTOs of 2007 & 08 batch at Circle Level till the finalization of E2 scale so that they could get immediate relief.
We are confident for a positive outcome of the AGENDA MEETING ON PAY ANAMOLY ISSUE BETWEEN AIGETOA & CMD, BSNL scheduled to be held on 11-07-2011 at New Delhi.

LATEST UPDATE ON E1-E2 TIME BOUND UPGRADATION :: AN EFFORT BY AIGETOA ONLY
A Team of AIGETOA comprising of Shailendra Prasad CP, Md. Wasi Ahmad CS, Anand Kumar VP, P. Bhargava VP & P.K. Mohanty ACS met the GM (HR/ADMIN) CIRCLE OFFICE, PATNA and discussed the issue of FIRST TIME BOUND UPGRADATION (E1-E2) in four years/touched the next scale in the light of new circular of BSNL HQ New Delhi dated 18th March’2011 in continuity of earlier efforts. They also highlighted the efforts made by only AIGETOA in collecting all the relevant details like preparing the list of the beneficiary DR JTOs/SDEs, pursuing the matter with staff section/SSAs, collecting Annexure & VC clearance from SSAs since the release of the order etc. The commitment of the management to release the order after SDE (Officiating) was also reminded to GM (HR/Admin). The GM (HR/Admin) was convinced and assured to issue the order soon after completing the DPC.
The delegates of AIGETOA, Bihar told him that the preparatory works of E1-E2 has already been completed and hence the DPC should be completed by next week. We are not ready to wait any more considering the efforts we have made for release of the order. At last, the GM (HR/Admin) has assured for early release of the order. The status will be reviewed by the association again on Monday (11/7/31).
Some executives associations try to pretend that they are working for the release of the order, but it’s an established fact that they are trying to create all hindrance in release of the said E1-E2 order through proxy. Otherwise this order would have been released much earlier. But we assure all our colleagues that their devil design will never succeed.

With continuous persuations & tireless effort of AIGETOA, Bihar and especially the personal assiduous attention of Circle Secretary Md. Wasi Ahmad, ETP patna allowed the difference of pay between old and new paysacles as Personal Pay to JTOs of 2007 & 2008 Batch. In case of any discrepancy in your salary slip, please do not consult your AO. Instead contact immediately to the Circle Secretary.
Circle President Mr. Shailendra Prasad & Circle Secretary, Md. Wasi Ahmad met Sri Surya Prakash, DGM, ETP, Patna personally for this purpose and he assured for the positive action immediately. We extend our deep gratitude & thanks for allowing Personal Pay to JTOs of 2007 & 2008 Batch.
AIGETOA, Bihar is still working hard for the same from ETR, Bihar. Circle Secretary has also written a letter to GM (ETR), Patna for pay protection to JTOs of 2007 & 2008 Batch by allowing Personal Pay.
AIGETOA, Bihar is the only association which is working hard for allowing PP to JTOs of 2007 & 2008 Batch which is their genuine & legitimate right.

District General Body Meeting of AIGETOA, Katihar & Kishanganj SSA was held at Hotel Sri Nayak, Purnea on 20-06-2011 from 1700 Hrs. to 2030 Hrs. Circle Secretary Sri Md. Wasi Ahmad along with his Circle team comprising of Sri Amitabh Nandan - Asst. Circle Secretary, Sri P. K. Mohanty - Asst. Circle Secretary & Sri Amit Kumar - Executive Member attended the meeting.
Circle Secretary Sri Md. Wasi Ahmad appreciated the hard work of AIGETOA, Katihar & Kishanganj towards successful organization of District General Body Meet and informed the house about the latest activities of AIGETOA, Bihar. He also motivated all the members to work harder and with full zeal to strenghten BSNL.

District General Body Meet of AIGETOA at Hajipur on 18-06-2011 :
District General Body Meeting of AIGETOA, Hajipur DIstrict was held at Inspection Quarter, TDM Office, Hajipur on 18-06-2011 from 1545 Hrs. to 1845 Hrs. Circle Secretary Sri Md. Wasi Ahmad along with his Circle team comprising of Sri Neel Mani Rangesh - Web Secretary, Sri Rajeev Ranjan - Executive Member & Mukesh Kumar - Executive Member attended the meeting.
District Secretary Sri Sheo Kumar Rajak welcomed the Circle Team and all the members of AIGETOA, Hajipur District to the meeting.
Circle Secretary Sri Md. Wasi Ahmad appreciated the hard work of AIGETOA, Hajipur towards successful organization of District General Body Meet and informed the house about the latest activities of AIGETOA, Bihar. He also motivated all the members to work harder and with full zeal to strenghten BSNL.
District Secretary Sri Sheo Kumar Rajak informed the house that SNEA(I) falsely placed his name and other AIGETOA members name on their website. He, and all AIGETOA Members of Hajipur District whose names have been falsely put on the SNEA(I), Bihar Website, have given a specific written request to Circle Secretary, SNEA(I), Bihar for removing their names from the SNEA(I), Bihar website. He narrated the incident of SNEA meeting at Hajipur, during which they were pressurized by their senior officers to attend the SNEA(I) meeting in the name of Development Meeting.
Many issue were discussed later including EPF statement, settlement of request transfer case, facilities for BTS maintenance, other local issues such as settlement of long pending medical bills etc.
Circle Team immediately met AO(Cash), Hajipur for EPF, Medical bills etc. and he gave positive assurance for early settlement.

Truth Wins ! Another Great achievement by AIGETOA Legal committee: We are delighted to inform all you that the Hon'ble Mardas High Court has today dismissed the writ appeal filed by BSNL against the order of EPFO Chennai under Para 26B of EPF Scheme. The Hon'ble Court observed that the period of Induction Training is part of service. It also questioned BSNL as to how training period is not counted as qualifying service for the purpose of EPF whereas the same is counted as qualifying service for the purpose of EPF, ESIC and increments. Now, BSNL must understand that the period of Induction Training is a part of service and it is a qualifying service for the purpose of EPF, Gratuity, Increments, Promotion and TBP. So, the due date of 1st TBP must be counted from the date Induction Training started.

Subject: Do not fall in trap of rumours being propagated through website of SNEA(I), Bihar
AIGETOA, Bihar strongly condemns the malicious activity of SNEA(I), Bihar to propagate rumours through thier website that large numbers of 2001, 2002, 2005, 2007 & 2008 batch JTOs have joined and took responsible positions in thier association. AIGETOA dares SNEA(I), Bihar to publish the names of those JTOs so that truth can prevail.
We appeal all our bonafide members to do not fall in the trap of rumours being propagated and do not participate in any form during any activity of SNEA(I), Bihar. All DS are requested to keep an eye towards this and infom/update all districts members regularly. In any case of confusion, necessary guidelines may be taken from Circle Secretary any time.

Subject: Circle of the Year Award 2010-11
At a glittering ceremony on 26th May, BSNL HQ conferred the Telecom Circle of the Year Awards for key performing territorial circles, based on their revenue performance for the Financial Year 2010-11. The awards were given away by Hon’ble Minister for Communications & IT and Human Resources Development Shri Kapil Sibal in the august presence of Hon’ble MOS for Communications & IT and Home Affairs Shri Gurudas Kamat , Hon’ble MOS for Communications & IT Shri Sachin Pilot and Chairman Telecom Commission & Secretary Dept. of Telecom, Shri R. Chandrashekhar. The ceremony was also available for viewing live on internet through live-streaming on BSNL Intranet website.
Three categories were identified as:
• Category 1: Circle with an annual revenue of more than Rs.2000 crore - Karnataka Telecom Circle won the Awrad.
•Category 2: Circle with an annual revenue between Rs.1000-Rs.2000 crore - Chennai Telecom District won the Award.
• Category 3: Circle with an annual revenue up to Rs.1000 crore - Orissa Telecom Circle & Himachal Pradesh Telecom Circle won the Award.
The percentage revenue growth over the previous financial year is the key performance parameter for the judgment of the circle of the year under each of the above three categories.

BSNL TO BE SPLIT INTO ZONES IN PRIVATE SECTOR STYLE:
Communication & IT Minister Shri Kapil Sibbal wants the management of BSNL to run the struggling state owned behemoth like a private company and has formulated a new structure in which frontline regional units will have heads with financial accountability as reported by the Hindustan Times.com
Under the new system to be implemented from June, the performance of the circle heads of the company would be measured in terms of gross revenue earned by them.

SDE (Officiating) order of Bihar Circle:
The file of SDE (officiating) completed in all other respects has been sent for the vigilance clearance. Since the Addl. GM (Vigilance) is currently not present at the HQs, the order is expected to be released in 1st week of June’2011 after vigilance clearance and approval from CGMT.
Revision of E1-E2 order:
The annexure-II & VC Performa has been received in the circle office from 13 units as attached. The DS / Members of other units are requested to send the same at the earliest. The JTO recruitment date has to be indicated as the date of JTO-Scale.
The GM (HR) is on leave and expected to return back in 1st week of June’11. So the DPC will take place after his return.

Broadband concession on residential service connection extended upto 60% in RENTAL for all plans (Maximum upto Rs 300/-per month). The management committee of BSNL took the decision for granting 60% concession in the Broadband rent for any of plan subject to maximum of rupees 300/-per month to below JAG level BSNL employees for their residence service connection.

The Institution of Engineers (India) organized a seminar on the occasion of WTISD at its Patna Office near R-Block which was sponsored by BSNL.
Sri Vijoy Kumar, CGMT, Bihar Circle was the Guest of Honour and Sri Arun Kr. Singh, Principal Secretary, Dept. of IT, Govt. of Bihar was the Chief Guest. Sri Vijoy Kumar, CGMT and Sri Atul Sinha, Addl. GM (S&M-M) delivered a wonderful presentation on the theme "Better life in rural communities with ICTs" with emphasis on M-Governance, its application and BSNL's role in its implementation.
At the end of the speech, CGMT sir gave a slogan "AAP SOCHO, HUM USKO ANZAAM DENGE" which was welcomed by One & All.

AIGETOA taken up the matter of pay loss to the DR JTOs of 2007 & 2008 Batch of ETP in Bihar very seriously. Sri Wasi Ahmad Circle Sec/AIGETOA spoken on the matter with the management at ETP, Patna for protecting the pay of DR JTOs of 2007 & 2008 Batch by providing the difference amount as a personal pay for which they have agreed atlast. Subject : E1-E2 revision/upgradtion
It is once again to inform to all DS/AIGETOA and 2001 & 02 batch JTOs to send the Annex-2 (strictly in the fromat circulated) and VC for their upgardation/revision of upgraddtion. It should be clear that all cases of 2001 & 02 batch DR JTOs have to be send irrespective of the condition of their 1st IDA Upgaration. The said document should must reach by 10-5-2011 for early DPC.
SDE(Officiating) works are aleready in the process of verification of APARs. It is expected that the Order will be issued by mid of May'2011.

Subject : Revised Annexure II & Vig. Clearance for 1st IDA Upgradation in FOUR years required by Circle Office.
After continuous & rigrous effort of AIGETOA, Bihar Circle issued a letter seeking revised Annex. II & Vig. Clearance in prescribed proforma for revision of date of Ist IDA Upgradation to FOUR Years (or as applicable).
All DS & members are requested to kindly arrange for submission of the same for all the members in the list , strictly in the attached performa by 06-05-2011 positively. The DPC for the revised E1-E2 will take place in 2nd week of May'11.
Delay in any case will lead to ommission of name for consideration during next DPC.
If any name is missing in the list but due for upgradation/revision should also be incorporated.
The Vig. Clearance should strictly be for the period five years back from the date of due of E1-E2 in revised manner i.e. in Four Years (or as applicable).
Any problems faced by any DS/members should immediately be reported to Circle Secretary Sri Wasi Ahmad.

As per the Business Standard news report dated 15th April’2011, to optimize resources and give customers a nationwide footprint, the Union government is considering the merger of state-run telecom public sector undertakings (PSUs), Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL).
According to the Economics Times news report the government on Monday said it will soon announce the appointments of the chairman and managing directors of state-run telecom firms BSNL and MTNL.

A delegation of AIGETOA representatives comprising of Circle Secretary, Wasi Ahmad and Asst Circle Secretary Amitabh Nandan met with the CGMT, Bihar Circle and requested him to intervene personally in the matter of FTBP (E1-E2) and ensure implementation of the BSNL HQ order on FTBP dt 18.03.2011 before 25th April 2011. It was emphasized to him that AIGETOA is pursuing the case E1-E2 upgradation for almost one year, but it has not yet been implemented completely even after persuation at all levels. Subject:Hon’ble Madras CAT Case of seniority fixation b/n DR JAOs & others
In a landmark judgment, Hon’ble Madras CAT has quashed BSNL letter dated 27/02/2009, leading to the redrawing of entire seniority list once again. The judgment reads that the applicant should be placed above postal JAO, which means all other JAO of DR 2003 batch in seniority list, shall also be placed above Postal JAOs.
Hon’ble Madras CAT has also noted that seniority can be counted only from the date of absorption/regular appointment, and the period of officiating/ad-hoc posting shall count for seniority neither in parent department nor in BSNL.
One more golden lining of the judgment is that undertaking given by the candidate at the time of his appointment that “he will be en-block Junior “ has not been taken into consideration while holding the Direct Recruited JAOs senior that the postal JAOs absorbed in BSNL.
The same principle applies to the Direct Recruitee JTOs also and now its high time that management realizes its mistake and set things right for all the cadres. Now management should realize its responsibility and remove the mesh and deliver in-house justice to avoid any further embarrassment.

AGS Shri Amit Roy and VP shri Ravi Shil Verma along with Delhi Circle President Shri DPS Chawla met Shri KCGK Pillai, the chairman of the committee formed for resolution of Pay Anomaly of 2007 and 2008 batch and requested for the finalization of the report of the committee . It was informed to us that the committee is in the final stage of process of finalization of report. Association requested for a speedy resolution as our younger brother and sisters are eagerly waiting for orders in this regard. Sr. GM (Estt) Shri D.P. De is recovering from illness and he is expected to join office on Monday, the 21st March, 2011. Further steps shall be taken after his joining.

Subject: SDE (Off) works started; effort by AIGETOA, Bihar
Kindly recall our AGENDA MEETING with the Resp. CGMT & GM (Admin), Bihar Circle on 6th Oct’2010, another meeting with CGMT on 14th Dec’2010 & meeting with GM (A) on 13th Jan’2011 where many of the demands pertaining to the DR JTOs were raised including SDE(Officiating) promotion to the DR JTOs against the vacancies. As on date about seventy (70) post of SDE is lying vacant, which including OC/SC/ST quota. On our demand, respected CGMT & GM (A) has instructed immediate issue of the order of SDE Officiating Promotion after completing the formalities within a month.
So, now the process has started by staff section, circle office Patna by preparing a probable list from which the promotion has to be made. APARs upto 2009-10 of all the JTOs under consideration for their promotion to the SDE (Officiating) will be required. The probable list is being attached for your ready reference. Kindly ensure availability of your APARs as per above.
All Circle Executive members and District Secretaries of AIGETOA are requested to take their personal effort and ensure the availability of required APARs of all concerned in the circle office by 15th Macrh’2011 positively.

Sub: AIGETOA CHQ called off DHARNA on 4th Mar'11
The GS/AIGETOA CHQ alongwith the CHQ team met the respected CMD yesterday and with the full committee today (3rd March'2011) comprising of PGM (Finance), Sr. GM (Pers), Sr. GM (Estt), Sr. GM (SR) and GM (EF). They had an extensive discussion on the resolution of Pay-Anomaly issue of 2007 & 2008 Batches and other issues submitted by AIGETOA. The committee has given a firm and positive assurance on the resolution of all the issues in a time bound manner. The committee also requested for calling off of our proposed Dharna on 4th March, in view of the positive approach taken by the management on most of the issues . In fact committee has already started working towards the final resolution of the issues.
So, AIGETOA CHQ has CALLED OFF, 4th March'2011 DHARNA. The resolution of pay anomaly order for 2007 & 2008 Batch DR JTOs will be released very shortly. We extend all our sincere thanks to all DR JTOs/SDEs of Bihar circle for the cooperation extended for preparation of proposed dharna & in stregthening of the AIGETOA. We also apeal our DR JTOs/SDEs to participate whole heartedly with full zeal & enthusiasm for the betterment of the company and increasing the revenue.

Dear Friends,
AIGETOA is always committed for the welfare of Employees & BSNL both. It will never run off from its responsibility towards BSNL & its Employees. SO FRIENDS PLEASE HAVE FAITH IN BSNL & AIGETOA both.
The recent development shouldn’t be seen as achievement or failure for any body. We appreciate the gesture shown by the respected CGMT, Bihar Circle and hope that he will continue to be a well wisher of BSNL & its entire family. We want to assure him that, all of us (especially DR JTOs/SDEs) will leave no stone unturned to bring back the circle on track. We request especially to our colleagues to shed away the negative attitude & thoughts, think positive and work towards betterment of the BSNL, Bihar Circle.
Here, we also request the circle management to put full effort in settling our grievances and allow our friends to focus on their work instead of running pillar to post for their day to day issues.
In the continuation, it is worthy to mention here that the AIGETOA was informed in writing by the circle management against the letter written by CS/AIGETOA to the respected CGMT about the 40% salary deduction issue & unwarranted expenditures in the meetings. It was clarified to us that there was no intention of salary cut or harm to the employees by the CGMT in the metting dated 26-2-2011 & letter dated 2-3-2011. It was also informed that the proposed meeting of the Hon’ble Member of Parliaments has been postponed. So there should not be any doubts in any body’s mind & people should concentrate in their work.

TRUE COLOUR OF OUR SO CALLED WELL WISHER(SNEA) IS OUT: When the BSNL MS RR case was dismissed in the Hon'ble Chennai CAT, after almost three months of hearing. Its a day of sorrow for entire well qualified people of BSNL ( Both DOT & BSNL recruited JTOs with Engg.). But few associations on one side used to shed their crocodile tears for DR JTOs and on another side fight with them(DR JTOs) in court( see the applicants in the Order) & celebrate the judgment as their victory. All DR JTOs should see the true face & colour of SNEA and remember it also. What we have prayed to the court is removal of Foot Note-2 (BSNL MSS RR), which gives Qualification relaxation to a select group of people for the promotion to the grade of DE/AGM/CAO i.e. Group'A' in BSNL. We prayed this in favour of BSNL also as we feel that these posts required sufficient technical & managerial skill. So a filtering mechanism should must be there for the functional promotion at these levels, (without affecting the finacial loss: Protected through TB financial upgradation). Are We Wrong? ::MEETING WITH CIRCLE MANAGEMENT ON 26-2-11:: ::40 % SALARY DEDUCTION PROPOSAL ISSUE ::
AIGETOA was invited in the meeting called by the CGMT, Bihar Circle with entire team of circle management on 26-2-2011 on the current financial status of Bihar Circle. The meeting lasted for 3 hours and many of the issues were taken up regarding financial and functional status of the Bihar Circle & ways to come out of the crisis.
AIGETOA raised the issue of the proposal sent by the Bihar Circle regarding 40% deduction of salary and diverting the fund towards the operational expenditure; which has snubbed all employees of the BSNL, Bihar Circle. We brought in the notice of the CGMT about the serious resentment & annoyance persisting among the employees of Bihar Circle on the issue.
We demanded a clarification from the CGMT, Bihar circle on the issue. He confirmed about writing a letter to the BSNL HQ due to recieving in-adequate fund by Circle towards operational expenditure as compared to required one for continuance of the telecom services in Bihar Circle. The CGMT shared the letter written by him on the issue & read out the content of the letter in detail, where at one stage he wrote about the said propsoal for consideration at Board Level for the diversion of 40% salary towards operational expenditure if other options are closed. He delibrated the issue in length and put all the facts behined the letter, its content & his fairness on the issue. He told in the meeting that his intention was proper running of the services in Bihar Circle.
AIGETOA discussed the issue amongst its members in particular & other employees in general & found that everybody is feeling demotivated & concerned after knowing of the said proposal & publication of details in a daily newspaper on 27-2-11. After delibration of issue, we acknowledged the concern of all employees of Bihar Circle. We demand from the CGMT to come out with an OPEN WRITTEN COMMUNIQUE addressed to all employees of Bihar Circle on the issue to clear the distrust & delimma. AIGETOA is equally concerned with the continuance of the services in BSNL but not on the cost of OUR SALARY. AIGETOA WILL NOT ALLOW ANY DEDUCTION/DIVERSION OF SALARY to meet out other requirement of the company. AIGETOA has written a letter in this regard to the CGMT, Bihar Circle, Patna. But, even in this hour of crisis, some so called associations are again playing politics. We condemn such act by them & ask them to come out clean. ACTIONS DEMANDED BY AIGETOA, BIHAR IN MANHANDLING CASE OF DR JTO AT ETP MUZAFFARPUR
AIGETOA, Bihar has taken the physical assault on our DR JTO of ETP Project at Muzaffarpur as a challenge for providing justice to the victim. In the sequence of event, one of our colleagues DR JTO of 2007 Batch was abused & manhandled in the evening of 23-2-2011 by Manoj Singh of an agency at Muzaffarpur. Immediately the colleagues present at the moment saved him from any further untoward incident. The officer brought the matter in writing to the DET/ETP, but the ETP management didn’t gave proper attention to address the grievances. The matter was taken up by all officers, staffs at Muzaffarpur and it was decided in the meeting to get the justice done to the victim officer. They have also served a joint memorandum to the concerned authorities regarding it.
In the mean time the matter was brought in the notice of Circle Sec, AIGETOA, Bihar Sri Wasi Ahmad. The CS, AIGETOA immediately taken up the matter with the DGM(ETP) at Patna and wanted immediate resolution of the following demands in line with the sentiments of the officers & staffs of BSNL at Muzaffarpur. The demands made were;
After immediate intervention by CS, the first demand was conceded by the DGM/ETP and he ordered the DET to lodge FIR on the complain of the JTO. CS,AIGETOA has also written to the CGMT/ETP/ETR/Bihar, GMT/ETP, GMTD/Muzaffarpur & DGM/ETP for immediate settlement of remaining demands. In case of non-settlement, we will take the other course of actions for its implementation. CS is also in parleys with the Zonal Sec/AIGETOA at Kolkata to take up the matter at CGMT/ETP/ETR at Kolkata personally.

LUNCH HOUR DEMONSTRATION AT CIRCLE & SSA HQs BY AIGETOA:
The LUNCH HOUR DEMONSTRATION was carried out in the Circle Office, Patna by AIGETOA on 24th Feb’2011. A large gathering of about 100 DR JTOs/SDEs attended the massive dharna of AIGETOA in the circle office itself. After demonstration it was converted into an OPEN DISCUSSION & DELIBRATION SESSION, where the AIGETOA along with its more than 100 Members & Office Bearers were present. The DR JTOs/SDEs present were from all units of Bihar, Mobile/Circle Office/PTD/ETR/ETP/T&D across all batches 2001 to 2008. The circle management was also present, comprising of the CGMT, GM (HR/Admin), GM (Finance), DGM (CA), DGM (HR/Admin).
The prominent ISSUES DISCUSSED & DELIBRATED were the PAY ANOMALY OF 2007 & 2008 BATCH DR JTOs & FIRST TIME BOUND PAY UPGRADATION IN 4 YEARS (or when touches in the next scale). It was brought into the notice of the CGMT & others about the recruitment advertisement & the appointment letter issues to the DR JTOs, Which clearly says that the JTOs are appointed in the E1A Scale (9850-250-14600).It further says that the pay is likely to be revised UPWARDS. As per the existing scale the upward revision from E1A is E2 (and not E1:: as given by the management??)
Similarly, As per the BSNL Promotion Policy, the 1st IDA Up-gradation should be given after a service of 4 years when the current IDA touches the next scale. Now, in the present scenario, all of our DR JTOs are touching (or will touch) in 4 years of service like 2002, 2005 ( 2007, 2008 in future) Batch onwards.
ON BOTH THE POINTS CGMT, BIHAR CIRCLE GOT CONVINCED WITH OUR POINTS AND PRESENTATIONS. HE ASSURED THE GATHERING THAT HE IS CONVINCED WITH THE ISSUES AND WILL TAKE UP THE MATTER IMMEDIATELY WITH THE BSNL HQ, NEW DELHI. HE ALSO ASSURED THAT THE CASE WILL GO ALONG WITH THE FAVOURABLE REMARKS OF THE CIRCLE MANAGEMENT. THE ENTIRE EVENT WAS COVERED BY ELECTRONIC MEDIA INCLUDING PTN NEWS CHANNELS.
Later, a memorandum in this regard was submitted to the CGMT, Bihar Circle.

Another evidence of Biased Attitude of BSNL Management towards Direct Recruitee Executives : It is very sad to mention that recently issued clarification by establishment cell is another evidence of Biased Attitude of our HR managers towards the Direct Recruitees. While Establishment Cell of BSNL CO took no time in issuing clarification in regard to the Pay Anomaly which adversely affects the DR executives but the same Establishment Cell is sleeping since many days on the Objections submitted by this association over the DoPT issue in spite of repeated reminders from this association. The clarification in regard to the time bound up-gradation is also pending since many days but the same over burdened HR managers become very free when it comes to issue something which is disadvantageous to the Direct Recruits. Association has viewed this very seriously and has decided to come out with future course of action immediately. CHQ is in discussions with the Higher Ups and is totally committed for the next course of action. We are not going to leave the things now on mere assurances and want concrete solution without waiting for time any more.
Enough is Enough!!!!!!!! We cannot wait indefinitely for the resolution of issues and that too under such circumstances when HR managers are bent on completely breaking the back bone of the most important Cadre of the organization. We request our younger brothers and sisters to not to worry, we are ready to go all out against the Injustice Meted to them.

Subject: General Body Meet of AIGETOA, Muzaffarpur held on 13-2-2011
A General Body Meet of AIGETOA, Muzaffarpur held on 13th Feb’2011. About sixteen DR JTOs/SDEs of Muzaffarpur TD, ETR, ETP & Mobile services attended the meeting. The meeting was chaired by CP, Sri Shailendra Prasad & the guests on the occasion were CS, Md. Wasi ahmad & ACS Sri P. K. Mohanty. The issues pertaining to the DRs were discussed in length, specifically Pay Anomaly of 2007 & 2008 Batches, 1st Time Bound Up-gradation in 4 Years, EPF Pension policy, Status of Court Cases on Group MS RR & DoPT guidelines.
Circle Secretary, Sri Wasi Ahmad informed that the Pay Anomaly of 2007 & 2008 Batches & 4 yrs First IDA up gradation is almost in final stage at BSNL HQ level and the decision is expected soon. Other matters were also discussed and many decisions were taken to strengthen the AIGETOA. It is the only association which is a natural home of the DRs of BSNL and going to flourish further in the days to come.
The district body of AIGETOA, Muzaffarpur was also restructured, where Sri Prabhat Kumar & Sri Awdhesh Kumar elected as District President & District Secretary respectively. The details of the body & members will be uploaded in the Specified area.

The AIGETOA Legal Team successfully handled our Group A case in CAT, Madras Bench and the stay on operation of foot note 2 is continued until final hearing on 17th Jan 2011. !!! BEWARE FROM SO CALLED HOME !!!
Dear Friends,Just think, who opposes the proposal of E2 Scale to DR JTOs(B.Tech qualified) & E1 scale to other JTOs at the time of formation of BSNL. It was the same group of people who opposes the idea at that time but now trying to impress of being our well wisher & HOME of JTOs. They not only opposed but forced the management to give a non-standard scale of E1A to all JTOs(and thus sub-standardised DR JTOs scale & future in BSNL : The result is that our 2007 & 2008 DR JTOs are getting E1 Scale after 2nd PRC : But AIGETOA will leave no stone unturned to get E2 Scale to DR JTOs). History will never forget such elements, who have always worked against the interest of DR JTOs. Even Now!! When the AIGETOA is trying to implement the mandatory B.Tech qualification (as per BSNL MS RR) for STS(DE) & above level functional promotion, our elders brothers association is opposing to their tooth and nail. They are fighting legal battle against the DR JTOs on one side and other side, trying to impress that they are the only one to look after us. If this B.Tech qualification for STS and above level post will be implemented then probably, all our DR JTOs will be able to reach upto the level of General Manager, other wise they will not go beyond the post of DET in their entire career under present condition( DR JTOs are working in the same cadre since more than NINE YEARS.)
Please don't try to make FOOL of us any more. Now, we are grown up enough to understand the real design to demotivate us & blocking of our career prospect by so called well wisher association. We are matured enough to look after us sir. So Please! STOP this show off.......... If you are really concerned for well being of DR JTOs, just withdraw your case from Honb'le CAT & write an open letter to the BSNL management to implement this B.Tech Qualification bar for STS(DET) & above level post !!!!!!!!!! DO YOU !!!!!!!!!

CEC of AIGETOA BIHAR HELD on 20-12-10AT PATNA
Circle Executive Meet of AIGETOA Bihar held successfully on 20th December ’2010 at Conference Hall, Sanchar Sadan, Budh Marg, Patna-800 001 as per schedule. District Secretaries from all TDs/UNITS alongwith Circle Executive Committee members attended the meet, which was carried out on a very positive note of inclusion of our young and dynamic DR JTOs who joined recently in the BSNL Bihar Circle. We salute all our friends including the young fellows of 2007 & 2008 Batch DR JTOs for the success of AIGETOA in Bihar Circle. About 100 representatives from all over the Bihar attended the MEET. Circle Sec Sri Wasi Ahmad briefed the gathering about the achievement & limitations of AIGETOA, Bihar. He apprised about the various meetings held with the circle administration to resolve the issues faced by the DR JTOs/SDEs of Bihar Circle. He also informed about the developement at CHQ level and the court cases being faught by AIGETOA. The other office bearers who expressed their views and suggestions on the agenda items were Shailendra Prasad, Pradeep Kr Mohanty, Amitabh Nandan, Anand Kumar, Affan Ahamad, Amit Kumar, Kumar Amit, Neel Mani Rangesh & Sanjay Kr Diwakar. All vital issues were discussed in length and some decisions were also taken in the interest of AIGETOA & its members. Specially following issues were top on the agenda of discussion;
1. The Chennai CAT order for stay on exemption of qualification for the promotion to the cadre of STS & above in BSNL MS RR. Its fallout measures in the circle. 2. The Pay Anomaly case of DR JTOs of 2007 and 2008 Batch and the effort of AIGETOA in the direction.3. First Time Bound Upgradation order E1-E2 in Bihar Circle.4. EPF issues in Bihar Circle & its corrective remedial effort. A committee of four DRs have been formed to look into EPF issue along with the CS and ensure its earliest settlement. 5. Officiating Promotion to DR JTOs of 2001 & 2002.6. Pending R-8 & intra circle transfer cases & its settlement.7. Re-strengthening of the Cirlce Body. More DRs have been included in the circle body to strengthen it & work more efficiently. 8. It was also decided to re-strengthening the district bodies in phased manner in the guidance of Circle Team, Which will visit all the 19 TDs in the month of Jan & Feb'11. MEETING WITH CGMT, BIHAR CIRCLE, PATNA
A delegation of AIGETOA comprising Circle Secretary Sri Wasi Ahmad and Sri Shailendra Prasad met the CGMT, Bihar Circle on 14th Dec 2010 and emphasize him to recall the decisions taken in the Agenda Meeting on 06-10-2010 and 29-10-2010. It was told in clear term to the respected CGMT, that if the order for E1-E2 & other demands not issued immediately, then we will have no option but to resort on agitational activities. The respected CGMT has assured us that the oreder will be released in one week's time. He ensured that no further delay will happen this time. So, we have decided to give one more chance to the management and if this time the assurance doesn’t transformed into result, we will have no option but to resort on the agitational activities.

CONGRATULATIONS: BSNL HQ ENDORSED HON’BLE CAT ORDER TO ALL CIRCLES:
It is a great achievement on the part of all those executives who were being denied benifits of their education in BSNL. It is a hard battle being fought by AIGETOA in implementing the natural justice to such executives and a better future for the BSNL also. But we feel that, still a long fight is ahead in implementing the same in BSNL. The recent Hon’ble Chennai CAT order is a step towards achieving that GOAL in BSNL. The BSNL HQ has requested all circles to comply the Hon’ble CAT judgment in true spirit. Payment of Salary for m/o MARCH in March from 2010-11:
The Management Committee of BSNL Board in its 77th meeting hold on 27th October 2010 has decided that the salary of the employees of BSNL (absorbed, directly recruited and employees on deputation in deputation) pertaining to a month including the month of March will fall due on the last working day of the said month as well as the salary of the said month will be disbursed on the last working day of the said month. Congratulations to all Qualified Executives of BSNL !!!!!!
Hon’ble Central Administrative Tribunal, Madras Bench restrained BSNL to promote the unqualified executives to the management services as per the relaxations dispensed with the foot note no.2 schedule 1A of the BSNL Management Services Recruitment Rules,2009 in the interest of justice.
At last BSNL management requires an order from the Hon’ble Central Administrative Tribunal, Madras Bench to realize that the educational qualification is required management service level posts. It may be noted that former telecom minister refused to relax educational qualifications on record. But the babu’s sittings in the BSNL corporate office vetoed him successfully and amended the BSNL MS RR for their convenience. This is another major achievement of AIGETOA. With the conclusion of the case only qualified executives will be promoted in future of BSNL.

FIRST LIST OF E1-E2 TO BE RELEASED VERY SOON:
After a continuous effort of CS, AIGETOA the VC clearance of 26 executive of Bihar Circle for FIRST TIME BOUND UPGRADATION (E1-E2) has been completed and the DPC is expected to be carried out on 26th Nov’2010. It is expected that the memo order of these 26 executives for E1-E2 scale up gradation will be released by early next week. Those executives who are not figuring in this list shouldn’t worry. Because, FIRST TIME BOUND UPGRADATION of remaining executive will be taken up immediately after the completion of first list.

A delegation of AIGETOA representatives comprising of Wasi Ahmad, Shailendra Prasad, Kumar Amit met with the CGMT, Bihar Circle and emphasize him to recall the decisions taken in the Agenda Meeting on 6-10-2010. It was told in clear term to the CGMT, that if the order for E1-E2 & other demands not issued immediately, then we will have no option but to resort on agitational activities. The CGMT has requested to give one more chance & assured to get it done immediately. It seems that the administration is undermining our voice under the influence of some people. Encashment of Earned Leave while availing Leave Travelling Concession (LTC)
BSNL has issued order for Encashment of Earned Leave while availing LTC without deducting the same from the maximum amount of Earned Leave encashable at the time of retirement. BSNL has allowed to encash upto ten days earned leave at the time of availing LTC to the extent of 60 days during the entire career. This order is effective from 28th september, 2010. The encashment stated above is admissible in all cases, where the outward journey is performed on or after 28.9.2010.

UPDATE ABOUT SDE (OFFICIATING ) PROMOTION It is to clarify that the AGENDA MEETING of AIGETOA-Bihar held on 6-6-2010 with the CGMT was having various demands including the preparation of Circle JTO Gradation List & Promotion to the SDE(Officiating) up to 75(approx.) vacant post. But some people are always keen to take the credit of our hard effort. They go on uploading any material on the site without considering that it may hurt the feeling of many innocents. This is very cheap publicity. In continuation of that, they have floated an absurd list of consideration of SDE(Officiating),which is far from truth and having many anomaly. In this connection, we would like to clarify the following;1. The Circle JTO Gradation List is already under preparation and expected to be completed in the current week itself with vigorous persuasion of AIGETOA-Bihar. This will be the actual list for determining the candidates for SDE(Officiating) promotion for the vacancies of 75 posts (approx.)2. The SDE(Officiating) list will be released in the month of November. So all the 2001 & 2002 batch DRJTOs are instructed to ensure their availability of APARs up to 2009-10 in the Circle Office. All District Secretaries of AIGETOA are requested to co-ordinate in ensuring the same.
3. However, for the preparation of the APAR & to know your position in the gradation list, the 2006 Gradation list is enclosed (For 2001-2002 Batch : with maximum correction: TICK MARK SHOWS PROMOTION OF THAT PERSON) for your perusal temporarily. The seniority will be the same in the new gradation list with minor correction. One may clarify his/her name & position in the list.

Time Bound IDA Pay upgradation:
A fresh letter issued to all SSA/Units heads for furnishing of the relevant documents for all those executives whose IDA Pay up gradation has become due as on 1-10-2010. AIGETOA district secretaries are requested to ensure that all their DR JTOs/SDEs details should reached to Circle Office immediately. No cases should be left and individual executives should ensure that their APARs(up to date) should also reach to circle office simultaneously. It will be helpful in execution of SDE(Officiating) promotion to them in next month i.e. November’10.

IDA PAY UPGRADATION
A letter from Circle office has been issued to all Units head to send the vigilance clearance report in the attached performa to give FIRST IDA PAY UPGRADATION to all eligible executives. All District Secretaries are requested to ensure to send the Annex-I, Annex-II, Vigilance Clearance and APAR (ACR) of all eligible DR JTOs form all SSAs. Dear friends, once again it is being tried to deprive & delayed your genuine right by making one excuse & other in issuing the E1-E2 order. Be careful from the forces & groups who keep you haunting on one side and pretend to be your well wisher on other side. You know well, who is ruining your career in BSNL by opposing; 1. Implementation of Qualification in Group “A” and above level.2. Implementation of DoP&T Guideline in making the eligibility List for SDE (Regular) DPCE. And many more…………….One of these groups is trying to impress that only 40-45 DR JTOs have not been provided their First Time Bound Pay Up-gradation, which is far from truth. I want to draw your attention that more than 80 DR JTOs have not been provided their E1 to E2 Scale (even after it is due since long). Now, if it is happening, then only due to our hard effort of collecting the formalities form different units since last 2 months & after an agenda meeting with the CGMT, Bihar Circle on 6-10-10, where GM (HR) was also present & committed to implement it in this month itself.
But here we would like to clarify that, we don’t jump to take the credit like others, but we do the works silently because we know that “A hollow drum make louder than a filled one”.
So dear friends, just take up the efforts once again and send the VC in the attached Proforma, Anne-II, Declaration & ACRs of all eligible DR JTOs of your units/SSAs; if you have not sent yet. A tentative list of DR JTOs (Who’s E1-E2 is pending) is uploaded here for your ready reference. EPF ACCOUNT STATEMENT & CHECK LIST
After a long persuasion at the level of GM(Finance), O/o the CGMT, Circle Office, Patna by our Circle Sec, Md. Wasi Ahmad, now the EPF statement of account has started receiving in the SSAs & Units. We are continuously monitoring the development and hope that all the SSAs & units will receive their EPF statement up to 2009-10 by Nov’10; as also assured by the GM(Finance).
Further it is advised that all of you go through the statement of account and check it accuracy according to the given below EPF FUND ECONOMICS chart. In case of any discrepancy, kindly contact your District Secretary to take up the issue with concerned Account Officer & EPF office. The District Secretary may bring the discrepancy in the knowledge of circle team for its immediate solution.

2007 & 2008 Batch JTO’s
Dear friends,
You are advised to be vigilant about the EPF Account and its deduction from your salary. Any discrepancy should immediately be reported to your area account officer and SSA/Unit District Secretary of AIGETOA. As we have suffered hard due absence of any guidance in our earlier days. But we assured you that the same story will not be repeated in BSNL.
The 2008 batch friends from ETR should get ensured about their salary. As our Circle Secretary has spoken to the GM(ETR), Patna regarding it after getting complain from Muzaffarpur. The GM(ETR) had ensured to get it done with September salary. Any left out cases should be reported directly to CS immediately for taking n/a.

MEETING WITH GM(ADMN), CIRCLE OFFICE, PATNA ON 21-9-2010
A meeting with GM(Admn), Circle Office Patna held in his chamber on 21-9-2010 for the various long pending demands of DR JTOs. The association side was represented by Md. Wasi Ahmad, Sri P. K. Mohanty & Sri Shailendra Prasad. The GM(Admn) was apprised about abnormal delay in resolving various outstanding issues. The E1 to E2 up-gradation, SDE(officiating) and eligibility list to be send to BSNL HQ, New Delhi for DPC from JTO to SDET was primarily discussed. It was clearly told that, further delay in resolving the above issues will forced us to resort on agitation. A letter of demands along with various orders of BSNL HQ relevant to above issues was handed over to GM(Admn). The GM(Admn) has ensured us to resolve all the issues in a time frame starting with E1 to E2.

MEETING WITH GM(FIN), CIRCLE OFFICE, PATNA ON 20-9-2010
A meeting with GM(FINANCE), Circle Office Patna held in his chamber on 20-9-2010 for the EPF issue of DR JTOs. The association side was represented by Md. Wasi Ahmad, CS/AIGETOA. Several round of meetings of CS/AIGETOA have already been taken place with GM(F), Patna regarding the EPF issues. The GM(Finance) is personally monitoring the EPF cases. As informed by the GM(F) that the return for all telecom districts have been filed to the EPFO up to 2009-10. Three districts have been issued statement up to 2009-10 & all others are in process . The GM(F) also informed that he had a long meeting with Regional Commissioner, Patna in his chamber along with DGM(CA) & AO(Banking) for the early settlement of all EPF issues.

MEETING of CS/AIGETOA WITH CGMT & IFA, BIHAR CIRCLE ON 13th AUGUST’2010
A meeting between Wasi Ahmad, CS, AIGETOA, Bihar and the CGMT, Bihar Telecom Circle was held on 13th August’2010 regarding the non-settlement of various issues of DR JTOs of our circle. Specifically First Time bound up gradation (E1 to E2), Officiating promotion from JTO to SDE against the vacant posts, none receiving of EPF statement by various units, Settlement of request transfers were discussed. The CGMT has assured to address all of them; especially E1 to E2 & SDE Officiating promotion in a time frame manner of one month. All concerned are requested to submit the mandatory DECLARATION FORM to the admin section, Circle Office Patna to issue the E1 to E2 order. Declaration form is given below.

He clarified that, now he himself is monitoring the case and asked for one month time for final settlement of EPF issues of all districts.

All India Conference (AIC) of AIGETOA held at Surajkund Faridabad, Haryana on 8th and 9th May 2010. The delegates from Bihar circle participated in AIC along with all India delegates. The Chief guest of the function our honorable CMD BSNL Shri Kuldeep Goyal inaugurated the open session. Guest of Honor Director (HR) Shri Gopal Das, our special invitees Shri H C Pant GM (Legal) BSNL CO, Shri D P De GM (Establishment) BSNL CO, Shri R K Mishra GM (Personnel) BSNL CO, Shri Shakeel Ahmad GM (SR) BSNL CO, Shri Neeraj Verma GM (Training) BSNL CO, Shri P K Shrivastava GMTD Faridabad & Shri A. Khan (AGS SNEA) also spared their valuable time for great motivation of young executives. The participation was from all nook and corner of the country. The conference was a great success in organizing in such a wonderful way. Circle Executive Council Meet of AIGETOA, Bihar was held on 3rd May’2010 at Conference Hall, Sanchar Sadan, Patna. The open session on “CUSTOMER : ACQUISITION, CARE & RETENTION” was attended by the Chief Guest, SRI VIJOY KUMAR, Hon’ble CGMT, Bihar Telecom Circle, the Guest of Honour SRI SHILOHU RAO, President AIGETOA, other dignitaries like Sri R. P. Singh, PGM, Patna Telephone, all GMS of Circle Office, GM-Mobile Services, DGMs of Circle Office, Mobile Services, ETR, ETP & Chief PRO Sri P. N. Jha, Circle Office. Sri Dinesh Rai AGS, AIGETOA and Sri ADI GOVIND, Punjab Circle were special invitee on the occasion.
About Hundred fifty delegates from all over the Bihar attended the meet which was a great success for AIGETOA, Bihar. The participants of the meet focused on the topic and emphasize the need to work towards the complete satisfaction of the customers.
